Head of Capital Markets & International Banking

Context:

Banking & Payments Federation Ireland (BPFI), together with its affiliates, the Federation of International Banks in Ireland (FIBI) and the Fintech & Payments Association of Ireland (FPAI), is the principal voice of banking, payments and fintech in Ireland. It mobilises the sectors’ collective resources and insights to deliver value and benefit to members enabling them to build competitive and sustainable businesses which supports the economy, customers and society.

FIBI is the principal voice of the international banking and financial services sector in Ireland. An affiliate of BPFI, the Federation members include many of the largest financial service providers in the world and collectively employ almost ten thousand people in Ireland.

We are recruiting a Head of Capital Markets & International Banking to our Regulation and Supervisory division. Working closely with the Regulation & Supervision Director and wider team, the ideal candidate will have an excellent working knowledge and practical experience of the international banking sector, capital markets, and knowledge of the main pieces of legislation and regulation impacting the sector.  Practical experience of stakeholder management and relationship-building is key to the success of this role.  A keen understanding of EU policy formation as it affects financial services would be an advantage. As the subject matter expert, they will work closely and constructively with BPFI colleagues in Dublin and Brussels, and representatives from member institutions, both domestically and internationally, to research, represent and advocate on behalf of members, with succinct, timely and relevant inputs and submissions to the appropriate regulatory bodies, policy makers, press/media, supervisors and authorities.

Responsibilities:

  • Manage relationships with our international banking CEOs who are members of our FIBI affiliate.
  • Work with the FIBI Council and FIBI CEO network to build a strategic agenda to pursue on behalf of members, through a well-crafted and evidence-based advocacy, representation and influencing plan, sharing intelligence gathered along the way.
  • Develop a close understanding of our FIBI members business strategies, business models and challenges to inform your engagement on their behalf with regulators, policymakers and other key stakeholders at a national and EU level.
  • Represent members interests and advocate on technical and political issues with regulators and the relevant authorities, policymakers, and stakeholders at a national and international level, including the European Banking Federation, ACS Ireland (Irish Covered Bond representative body), the Department of Finance and other such bodies where relevant topics are being considered / developed.
  • Progress legislative developments on Irish Covered Bond legislation with Department of Finance, Central Bank and other key stakeholders.
  • Work across the FIBI membership and the BPFI team to develop and deliver the annual FIBI Contribution report and FIBI conference.
  • Keep up to date with upstream policy, regulatory and supervisory developments across the capital markets portfolio to understand how they impact on members now and into the future.
  • Build strong and effective relationships with the relevant people in member institutions, policymakers and regulatory bodies and manage high-level membership fora including FIBI Council, FIBI CEO Forum, LSI Working Group and other key strategic fora.
  • Implement a regular information sharing and consultation framework with members and colleagues to ensure relevant business issues are considered and discussed and appropriate responses and positions are agreed and communicated to relevant parties.
  • Maintain an understanding of how fintech developments can impact on the capital markets agenda fostering a collaborative agenda with fintech colleagues within BPFI.
  • Engage in workshops and roundtables with Central Bank of Ireland, European Central Bank, European Commission, European Banking Authority and the European Parliament and attend industry conferences and events.
  • Prepare responses to consultations and draft regulations under consideration at EU and domestic level and proactively advocate on behalf of the industry to ensure members views and positions are understood and considered.
  • Represent FIBI and BPFI’s view on Capital Market files in press and media as required.
  • Help to promote the role and contribution of the international banking sector to Ireland and the EU as a key sector within Irish financial services.

Competencies:

  • 7+ years’ experience in relevant areas of a financial institution with a sound understanding of the relevant topics and frameworks and hold a broad corporate view of wholesale banking, capital markets, funding, etc. EU policy formation experience would be an advantage.
  • Possess sufficient maturity, authority and people skills to liaise and hold a position, advise and influence with senior executives within member institutions and external stakeholders on issues, often of both a technical and political nature.
  • Possess a keen intellect, superb oral and written communication and presentation skills, and the ability to reflect complex issues in a logical and practical manner.
  • Possess excellent organisational and communication skills, with intricate attention to detail.
  • Strong leader, a self-starter and a team player with excellent interpersonal skills.
  • Have the ability to build and maintain strong business relationships with relevant member representatives and stakeholders.
  • Have the ability to work on own initiative, exercise judgement and take ownership and responsibility for assigned workload.
  • Be proficient in a range of Microsoft products including Word, Excel, PowerPoint etc.

Reporting:

The role reports to the Director Regulation & Supervision.
