Manager of Payment Schemes 

Context:

Banking & Payments Federation Ireland (BPFI), together with its affiliates, the Federation of International Banks in Ireland (FIBI) and the FinTech & Payments Association of Ireland (FPAI), is the principal voice of banking and payments in Ireland.  It mobilises the sectors’ collective resources and insights to deliver superior value and benefit to members, enabling them to build competitive and sustainable businesses that support the economy, customers, and society. The Manager of Payment Schemes will work closely with representatives from member institutions and bodies and will support BPFI colleagues in representing the industry’s views vis-à-vis national and European policymakers during an era of unprecedented development and change in the Payments sector. 

Responsibilities:

  • On behalf of members, maintain a detailed oversight of all Payment Schemes, including SEPA Schemes, Target 2, Irish Paper Clearing Company (IPCC), etc. Support the Head of Payments, keeping fully up to date on developments at a National and EU level
  • Support the development of industry positions on critical payment scheme changes as well as supporting the creation of responses to policy documents, scheme rule book changes, emerging legislation & regulation initiatives
  • Deliver operational and administrative support to the Head of Payments regarding Payment Incident Management events
  • Guide & support member institutions on relevant Irish and European payments legislation, the Rules for Clearing and /or Rulebooks of relevant domestic and European Payment Schemes, including SEPA Instant and proposed legislation such as the Payment Services Directive 3, Payment Service Regulation, Digital Euro, etc.
  • Support Head of Payments in acting as the BPFI representative on behalf of members at the relevant payment fora at both national and EU level, including European Payments Council (EPC) Scheme Working Groups
  • Manage the day-to-day Payment systems including the National Sort Code database, Account Validation Specification regime,
    Modulus Checking facility, BIC / IBAN validation system, SEPA DD Creditor ID Database, payment queries etc.
  • Manage the governance process for Irish Payments Clearing Company (IPCC) in terms of preparation of agenda,
    development of papers, etc. in consultation with the Head of Payment Schemes and Director Banking and Payments
  • Fostering and maintaining excellent working relationships, providing excellent customer service, with an insightful understanding of the Payments business by leading Payment operational working groups, supporting events, etc.

Requirements:

  • Minimum of 5 years practical experience in in Financial Services Sector with a demonstrable
    technical knowledge of payments
    including clearing cycles, settlement, etc. for both paper and electronic, as well as a good understanding of the evolution and development of the payments industry internationally
  • A keen interest in the evolution of the Payments sector nationally & internationally
  • Experience working in a fast-paced environment

 Competencies:

  • Very strong interpersonal skills, particularly team and leadership skills
  • Ability to work on own initiative, with flexibility and ability balance competing priorities
  • Excellent team player, with proven skills at working with others across a diverse organisation to achieve common goals
  • Highly detail orientated and deadline driven, with the ability to multi-task and prioritise tasks
  • Stakeholder management excellence
  • Proficiency in Microsoft products, including Word, Excel, PowerPoint, Project Manager, etc.

Reporting to:

The role reports to the Head of Payments, within the Payments, Innovation & Collaboration division of BPFI
