BPFI statement welcoming the agreement of the EU Payment Services Regulation (PSR)
Thursday 27th November 2025 – Banking & Payments Federation Ireland (BPFI) welcomes the provisional agreement reached by the European Council and the European Parliament yesterday on the EU’s new Payment Services Regulation (PSR).
Brian Hayes, Chief Executive, BPFI stated: “BPFI has consistently and actively lobbied for stronger ad-verification requirements over the past 18 months. We therefore especially welcome EU policymakers’ decision to adopt stricter provisions that require online platforms to verify the regulatory status of advertisers offering financial products to EU consumers.”
“With most fraudulent ads originating online, this new requirement has the potential to significantly reduce scams well before they can harm consumers. It also complements the European Commission’s broader work on strengthening prevention, boosting law-enforcement capabilities, and improving support for victims seeking to recover their funds.”
“These measures will help ensure that European consumers benefit from a safer financial environment, where fraudulent content is intercepted long before it has the chance to mislead or cause harm.”
